Joe FretwellDoug Ward
Joe Fretwell is a Policy Assistant with EducationCounsel and has experience in education and anti-poverty policy at varying levels of government. He previously served as a Housing Policy Analyst with the Georgia Department of Community Affairs in Atlanta, Georgia, where he worked on policies incentivizing developers using the Low Income Housing Tax Credit to locate new affordable housing units in proximity to high-performing schools and to provide free tutoring, after school care, and workforce development services to residents of subsidized housing. Joe also managed the agency’s involvement in the Georgia Initiative for Community Housing, a technical assistance network for local government officials implementing community development programs in rural and small towns.
Joe was also a Public Policy Fellow in Mayor Rahm Emanuel’s office in Chicago, Illinois, a research assistant with the Archway Partnership at the University of Georgia, and an intern to Congressman Jim Clyburn. Originally from Columbia, South Carolina, Joe holds a Masters of Public Administration from the University of Georgia and a Bachelor of Arts in Political Science with a minor in Poverty Studies from Furman University.
