Shifting from Compliance to Continuous Learning: Leveraging ESSA to Advance a Learning System in Education

EducationCounsel convened leaders from multiple sectors to explore what it would look like and what would it take to shift our education system from its current compliance-based frame toward the creation of a learning system at and across all levels. This brief provides a summary of a forthcoming paper and makes the case that implementation of the Every Student Succeeds Act (ESSA) presents myriad important opportunities for the federal government, states, districts, and schools to advance the shift toward a learning system in education.
