Amanda Dallo is a Principal at EducationCounsel, where she provides legal, policy, and advocacy services focused on improving equitable opportunity across all levels of education. Amanda has deep knowledge in the application of federal civil rights laws to education, including 15 years of experience combatting discrimination in schools. Her primary areas of focus are Title IX, Title VI, Title II, and Section 504. She also advises on other legal obligations applicable to schools, including those stemming from the First Amendment, the Equal Protection Clause, the Violence Against Women Act, the Equity in Athletics Disclosure Act, FERPA, and the Clery Act.
Prior to joining the firm, Amanda held key roles at the U.S. Department of Justice and the U.S. Department of Education. Most recently, she served as Deputy Chief of the Educational Opportunities Section in the DOJ’s Civil Rights Division, where she managed federal enforcement matters, including litigation, investigations, and compliance monitoring. During her time at DOJ, Amanda was part of the interagency team that drafted Title IX regulations under both the Trump and Biden Administrations. She also filed statements of interest and contributed to amicus briefs on behalf of the United States on numerous issues, such as gender identity discrimination, harassment and retaliation, equity in athletics, and student dress codes.
Before her work at DOJ, Amanda was an attorney in the U.S. Department of Education’s Office for Civil Rights, where she developed influential policy guidance related to sex discrimination in schools. Earlier in her career, Amanda represented institutions of higher education in various regulatory matters to ensure compliance with federal student aid program participation requirements, state laws, and accreditation standards in her role in private practice. She holds a Juris Doctor from the University of Michigan Law School and a bachelor’s degree from the George Washington University.
